OAS scholarships: Online masters degree programs

  • Be a citizen and/or permanent legal resident of any OAS member state.

  • Have not received other scholarship from the OAS for the same level of studies and/or program of study as advertised in this announcement.

  • Provide an unconditional admission letter to the program.

  • Submit a complete scholarship application with all supporting documents.

  • Not be an OAS staff or individual who maintains employment contracts with the OAS or a staff of a Permanent Mission to the OAS or immediate relatives of a staff of a Permanent Mission to the OAS.


The Organization of American States (OAS), through the Department of Human Development, Education and Employment (DHDEE) and the Rochester Institute of Technology (RIT), through the OAS Partnerships Program for Education and Training (PAEC), are offering scholarships to qualified candidates of the Americas to participate in masters degree programs below:

  • Human Resources Development – 36 credits
  • Networking and Systems Administration – 30 credits
  • Service Leadership and Innovation – 36 credits
  • Environmental, Health and Safety Management – 33 credits
  • Facility Management – 33 credits
  • Health Systems Administration – 39 credits
  • Professional Studies – 33 credits
  • Applied Statistics – 30 credits
  • Imaging Science – 30 credits
The OAS and RIT will cover 50% or 60% of the tuition fees.

Duration: 1-2 years

Deadlines: Program admission: June 1, 2016 Scholarship application: July 1st, 2016

Start date: August 24th , 2016

End date: May 2017, 2018

Financial responsibility of applicants: In addition to the remaining cost of tuition fees, the scholarship awardees will also be responsible for books and study materials and any costs not covered by the scholarship.

Scholarship benefits are subject to the academic performance of the awardee. In order to receive these benefits, the awardee should not be reported with a low academic performance due to absences or failing courses.


Please note the following:

a) Unconditional admission:

  • Proof of application for admission to RIT could be shown in the forms of the application confirmation number, application ID number or email confirmation forwarded by RIT which confirms that the application was successfully received.
  • IMPORTANT: Although we encourage you to apply and submit the other required documents of the OAS Scholarship application before receiving your admission letter, you must submit a copy of the official admission letter by the scholarship application deadline to

b) Students whose native language is not English will be required to submit one of the following as proof of English proficiency:

  • An official transcript verifying completion of studies in an English speaking university in the last five years;
  • A test of English as a Foreign Language (TOEFL) with a score of 570 or higher for the paper based test, 230 for computer-based test, or an internet-based TOEFL (IBT) score of at least 89; OR
  • IELTS 6.5, or the equivalent The date stated on the TOEFL or IELTS certificate must be within two years of your proposed start date.

c) Proof that you have sufficient funds to cover tuition and fees and cost of books and study materials, which is estimated at USD $22,000 -$29,000 depending on the program you choose, by submitting one, or a combination, of the following documents:

  • a copy of a rental agreement on property showing you as the property owner;
  • a copy of a bank statement or bank letter;
  • a letter from an employer showing a monthly or yearly salary;
  • a letter showing a student loan or additional scholarship(s), grants, financial aid.

d) Two letters of recommendation:

  • one letter from a university professor,
  • one from a current or most recent employer
  • Both letters must include: the letterhead of the University/Institution, the Professor’s/Employer’s position within the University/Institution, date and signature.

e) You are required to write and include two essays in the scholarship application form. The essays should be written in English. Each essay should have a minimum of 800 characters (not words) and a maximum of 2900 characters, including spaces.

  • Essay 1: Describe how acquiring this academic degree will directly impact and enhance your professional skills in your current job position or future career.
  • Essay 2 Explain how you intend to apply the acquired knowledge and experience in the specific field of study that you will pursue to the development of your country or region.
